My agent is telling me that if I notified the tenant to vacate by issuing him a S21, he could refuse to leave. Does anyone know on what grounds he can refuse.

On the grounds that they don't have to leave upon expiry date of a Section 21 notice.

Depends how you're using the word grounds too. A Section 8 has formally defined Grounds. A Section 12 always eventually succeeds (if you have met all your obligations). It's likely you need to provide more detail here or talk to your Agent and ask if they forgot to add "temporarily", which would certainly be true.
