Rent reduction?

My tenants have been renting for 6 years.  We had an ASTA during the first year and agreed to continue on a monthly basis thereafter on what I believe is called a Contractual Periodic Tenancy.

Due to a drainage leak, the house is suffering from severe damp.  On professional advice I have removed the plaster from one wall in the lounge to allow the wall to dry out before redecorating can be considered.  As this is not pretty for the tenant I have suggested reducing the rent for a year.

I intend to end our current agreement by giving 2 months notice and sign a new contract with them starting the following day.  The advantage for the tenant is that will be protected under the new deposit scheme.  For me, I have heard that this prevents long-term tenants having rights to buy the property.  Is this true?  The disadvantage for me is that I have to organise a new contract.  I am also unsure about how to proceed with the inventory.  I can not enter the house to personally check the inventory as I live abroad.  This also inhibits writing a new one.
Am I going about this is the right way?
