Which kind of insurance do you have for your rented property? Is it something for covering neighbours for leaks? Thank you

I have standard building insurance.I assume you have contacted your insurers so they can asses your claim.It may not be worth making a claim if the excess is quite high. Regardless of who caused the leak,you are the owner of the flat that caused the damage downstairs,and it is up to you to pay the costs arising from that.Your dispute with your tenant is a separate issue.
