Fire Rated Downlights

I am about to rent out my property in London. It failed the electrical safety because of the lack of fire rated downlights.

I am going to replace them with 90 min fire rated GU10 LED downlights, Is there any reason why these ones wouldn't be fine?

Also some of the existing holes are converted from the old/large fittings. If i get adaptors like these, does this affect the fire rating?

Also do I need fire rated fittings in the hall/staircase areas?
