End of fixed term contract notice

Hi all,
I am a landlord for a renting property. I had a fixed 12 months contract via agency with the current tenants which ended 2 Jan 2019. And I have given the standard one month notice in Dec. via agency. However, the tenants applied council to move to housing benefit (sudden message informed back to be 2 weeks before initial notice ends), council called me in Dec. 2018 to plea if I can extend the notice period which we agreed to extend to 17/02/19.

And today, I received email (no phone call for weeks) from agency to say that tenants had discussed with council, but council can not provide anything so they had to stay on my property. This has significantly affected my plan as I took council words as confirmation back in Dec. 2018.

Please could you advice what legal right I have to proceed next steps against council or agency (tenants).
